Conservation efforts in Inner Mongolia have spurred the northern region’s development and benefited the national capital, top regional officials said yesterday in Beijing.
The autonomous region, which is known as a major source of the seasonal sandstorms that blanket Beijing, has “done what it could“ to curb ecological deterioration,Yang Jing, chairman of the regional government, said.
“Protecting the environment has been listed as Inner Mongolia’s most important infrastructure project,“ Yang told a press conference organized by the State Council Information Office yesterday to mark the region’s 60th anniversary.
“The number of sandstorms has fallen significantly in recent years, which favorably influences the weather in Beijing and Tianjin.“
Inner Mongolia, which is some 300 km north of Beijing, has long been thought of as the capital’s backyard. However, the distance is not enough to protect Beijing from the wind-borne dust and sand that blow down from the region.
Dust blown in from western Inner Mongolia blanketed Beijing nearly two months ago, lowering visibility to 4 km from 20 km the previous day.
Inner Mongolia has spent some 20 billion yuan ($2.7 billion) on efforts to halt desertification in an area measuring 16.7 million hectares over the past five years. It has also increased its forest coverage to 17.6 percent of its total area from 14.8 percent in 1999,Yang said.
At least 3 billion yuan was earmarked to implement the massive “Beijing-Tianjin windblown sand sources control project“ in a bid to build a green ecological belt in northern China, according to regional government sources.
The project involves 458,000 sq km of land, about 48 percent of which lies in Inner Mongolia.
“There are several sources of sand and dust (affecting Beijing) besides Inner Mongolia. We have done what we could on our part,“ Yang said.
Chu Bo,secretary of the regional committee of the Communist Party of China, said yesterday that 70 percent of the region’s livestock has been confined to enclosed pastures to reduce the grazing pressure on grasslands.
In addition to returning farmland to forests and reclaiming overgrazed pastures,Inner Mongolia has encouraged traditional pastoral areas to develop alternative industries.
Citing Erdos as a success story,Chu said the city would have plunged into an ecological vicious circle had it not built up secondary and tertiary industries.
As a result, the city of 1.4 million people is expected to have a gross domestic product of 100 billion yuan ($13 billion) this year,a level of prosperity that can only be found in the country’s coastal regions,Chu said.
Inner Mongolia is home to China’s largest grasslands. The region spans 1.18 million sq km,which is about twice the size of Ukraine.

India launched a communications satellite on Fridayfor its smaller neighbours to share, part of its effortsto build goodwill in the region and counter Chineseinfluence, but arch-rival Pakistan said it would stayaway from the project.

Prime Minister Narendra Modi, who came to office promising to strengthen ties withneighbours such as Sri Lanka, Nepal and even Pakistan, has called the satellite a gift to southAsia.

“The successful launch of South Asia Satellite is a historic moment. It opens up new horizons ofengagement,” he said soon after an Indian-made rocket carrying the satellite lifted off from theSriharikota space centre in southern India.

So far Afghanistan, Bangladesh, Bhutan, Nepal, Sri Lanka and the Maldives have signed up tomake use of the satellite. Pakistan said it was working on its own satellite and did not join.

The South Asia Satellite will offer participating countries television services and communicationstechnology for bank ATMs and e-governance, and may even serve as a backup for cellularnetworks, especially in places where the terrestrial connectivity is weak, the Indian foreignministry said.

THOMAS PETER)

China’s foreign minister urged South Korea’s newgovernment on Thursday to remove “obstacles“ togood relations amid Chinese anger at the USdeployment of an anti-missile system on the Koreanpeninsula.

Greeting South Korean presidential envoy Lee Hae-Chan in Beijing, Foreign Minister Wang Yisaid bilateral relations have made immense progress over the years.

“But this year we’ve had some undeserved setbacks,“ Wang said, likely in a veiled referenceto the Terminal High Altitude Area Defence (THAAD) system that became operational earlier thismonth.

“We hope the new government will correct the problems that we have encountered and takeeffective measures and positions as soon as possible to remove the obstacles that have beenplaced on the road to good relations between our two countries.“

South Korea’s new President Moon Jae-In dispatched Lee to Beijing in the wake of his electionvictory last week.

Ties between Seoul and Beijing soured before Moon’s election over the deployment of THAAD,which is aimed at guarding against threats from nuclear-armed North Korea. China sees THAADas a threat to the regional security balance.

Left-leaning Moon and President Xi Jinping spoke on the phone last week and both agreed thatdenuclearising North Korea was a “common goal“ between them, Moon’s spokesman said.

“We believe South Korea will bring clear measures to improve relations,“ Wang said.

For his part, Lee said Moon asked him “to express his thanks to President Xi for his message ofcongratulations after our election. He also asked me to come and engage in deep dialogue“.

Moon’s spokesman, Yoon Young, said last week that the special delegation to Beijing would“exclusively discuss the THAAD and the North’s nuclear issues“.

Moon, who took office on Wednesday, favours engagement with the North -- whose keydiplomatic backer is China -- to bring it to the negotiating table over its nuclear and missileambitions.

He has previously expressed ambivalence over the THAAD system and told Xi last week hewas “well aware“ of Chinese concerns about it, calling for bilateral talks to “increaseunderstanding over the issue“.

Tensions have been running high in the region, with Pyongyang launching what appeared to beits longest-range missile yet on Sunday.

The United Nations Security Council met behind closed door on Tuesday to discuss tighteningsanctions on North Korea.

US Ambassador to the UN Nikki Haley said the United States was working with China on a newsanctions resolution and warned that all countries must step up action against North Korea orface measures themselves.

UN Security Council to meet on Ukraine
The United Nations Security Council will hold an emergency closed-door meeting to discuss the rising tension in Ukraine.

Tension in the country increased over the weekend after the Ukrainian government gave pro-Russian demonstrators an ultimatum to disarm or face a “full-scale anti-terrorist operation.“

A security officer and a pro-Russian demonstrator died on Sunday following a confrontation in eastern Ukraine, where demonstrators have seized police and security buildings.

Moscow reacted strongly following the deaths, with the country’s foreign ministry saying it is “outrageous“ that the Ukrainian government is using armed forces for quelling protests. Russia has called for an end to the use of the military against the Ukrainian people and the start of a national dialogue for the sake of early and radical constitutional reform in Ukraine.

Another international flight to the United States has been cancelled amid continued security worries.

British Airways scrubbed废止 one of three daily flights from London to the Washington area Thursday, the latest in a series of cancellations of international flights bound for the United States.

British Airways spokesman John Lamphill, “The British government directed British Airways to cancel flight 223. We can only assume that is due tosecurity reasons, but we have no other explanation.“

Wednesday, another British Airways flight was detained several hours upon arrival at Washington’s Dulles Airport while U.S. authorities questioned a number of passengers and conducted extra baggage screening. All passengers were eventually allowed to disembark.

FBI spokeswoman Debbie Wierman said authorities acted on “routine interest“ rather than a specific threat or allegation.

“There were names listed on the manifest of the plane that matched persons that U.S. law enforcement officials were interested in interviewing. It was routine interest on our part, and, when it was all said and done, we had no concerns or worries.“

But not everyone sees the stepped-up security effort as benign.;One passenger from the delayed British Airways flight vented his displeasure. “This was detention without due process, as far as I am concerned. I am an American citizen and I expect to be treated as such in my own country.“

Last week, Air France canceled a half-dozen flights between Paris and Los Angeles. Wednesday, an AeroMexico flight bound for the United States was also scrubbed after U.S. officials raised security concerns with their Mexican counterparts.

The Associated Press quotes a spokesman for Mexico’s government as complaining that U.S. officials did not share specific information about what provoked their concerns.

Two weeks ago, the U.S. Department of Homeland Security raised the nation’s alert status to “orange“ - the second highest level on a five color-coded scale. Earlier this week Homeland Security Director Tom Ridge announced new airline security measures, including an initiative to have sky marshals aboard certain flights operated by foreign carriers.

Ivanka Trump revved up her White House role byleading a meeting in her father’s absence.

While President Trump delivered a commencementaddress to graduates at the U.S. Coast GuardAcademy in New London, Conn., last Wednesday,Ivanka led Congress in a bipartisan roundtablediscussion about global human trafficking in theRoosevelt Room.

“We have been conducting interagency meetings to understand the scope of the issue ofhuman trafficking, as well as gathering recommendations from the academic, public, andprivate sector,“ said Ivanka, according to CNN.

“Today, we bring an additional and critical group to the table, legislative leaders, to discussconcrete steps through legislation.“

The meeting was another indication of the first daughter’s influence in government. As anunpaid “adviser“ to the president, Ivanka has sat in on meetings with world leaders andrepresented the U.S. at the W20 summit in Germany, which focused on gender equality.
